The policy on the employment of Foreign Worker (FW), was first implemented by the Government of Malaysia in 1992 to overcome the problem of labour shortage faced by employers in the plantation, construction, manufacturing and service sectors of the economy.

Since then, millions of FWs have been coming to work in Malaysia. Today more than 2.1 million FWs are employed in various capacities in the sectors mentioned earlier. More than two thirds come from ASEAN countries, except Singapore and Brunei, while most of the rest from South Asian countries of Sri Lanka, Nepal, India, Bangladesh and Pakistan.

The employment of FWs has contributed positively towards economic growth in Malaysia. However, it has also led to the emergence of socio-economic, security and labour problems that Malaysia has to grapple with. The attitude and behavior of some of the FWs have had a negative impact on the prevailing harmonious and stable labour relations in the country. Among the factors identified as contributing to the problems are lack of basic command of local language, lack of awareness about local cultures, customs and practices, and lack of understanding of basic rules and regulations of employment. To address these problems, the Government of Malaysia has decided that from 1 November 2005, every FW intending to work in Malaysia must undergo and complete an Induction Course to obtain the Certificate of Eligibility (CE) before they are issued with employment visas by the Immigration Department of Malaysia (JIM) to work in
Malaysia.

 

The Certificate of Eligibility issued by the Department of Skills Development Malaysia is mandatory and is a pre-requisite to:

a) enable new foreign workers to obtain a calling visa; and

b) enable foreign workers already in Malaysia to extend their working permit.

 

The purpose of the Induction Course is to familiarize foreign workers with essential aspects of Malaysian laws and regulations, the Malay or English language and some aspects of Malaysian culture to help them function well in the workplace and community.

Through an induction course, the workers are exposed to essential aspects of Malaysian culture, laws and regulations and taught basic communication skills. This course will help to promote harmonious relations, improve adherence to standards of workplace safety and health and enable better compliance with Malaysian laws and regulations.

 

 

a) To enable the foreign workers to have basic communication skills in Malay or English

b) To provide awareness of and respect for cultures and customs practiced in Malaysian, and

c) To develop an understanding and compliance with Malaysian laws and regulations.

 

 

1. To assist the foreign workers to adapt to the working environment in Malaysia

2. To ensure that the foreign workers understand and respect Malaysian Laws;

3. To avoid misunderstanding with relevant authorities and employers on matters relating to employment, their stay in Malaysia, and security, for

    their own interest;

4. To ensure that the foreign workers will adapt well to local communities and lead a harmonious working life;

5. To enhance the overall productivity of the workforce in Malaysia; and

6. To enhance their awareness level on their responsibilities while working in Malaysia.
